Our Programs

Coordinated programs. One team.

Focused Outreach Richmond's veteran programs are structured to handle overlapping barriers — the ones that don't fit neatly inside a single agency.

Department of Labor

Incarcerated Veteran Transition Program (IVTP)

IVTP, funded by the U.S. Department of Labor, finds permanent employment for institutionalized veterans who are at risk of homelessness. We start inside the facility, before release, and stay engaged until the veteran is established in stable work.

IVTP does not directly house every client. Instead, we make direct referrals to a range of veteran housing programs or connect veterans to veteran shelters, matching each person to the right resource. IVTP provides many wraparound services, but those services differ from person to person and agency to agency. IVTP also works with veterans who are in long-term mental-health residential programs.

Eligibility is broad: any veteran involved with the criminal justice system who is at risk of homelessness upon release. Referrals come from VA Veterans Justice Outreach, public defenders, jails, and other partners.

  • Pre-release case management and assessment
  • Resume writing, interview prep, and certificate training
  • Direct connections to Virginia employers
  • Direct referrals to veteran housing programs and shelters
  • Support for veterans in long-term mental-health residential programs
  • Continued support after placement
  • Coordination with VA Veterans Justice Outreach

Residential Treatment Program

Structured care for adults with psychiatric conditions who have been recently released from jail or prison. Our residential team provides round-the-clock supervision and a treatment environment that holds when independent living isn't yet realistic.

Residents work toward a step-down plan: independent housing, outpatient treatment, and employment that fits the long road back.

  • 24/7/365 staff supervision
  • Case management and care planning
  • Individual and group counseling, support groups
  • Life-skills development
  • Vocational and employment assistance
  • Housing and educational assistance
  • Medication administration and coordination
